PIB is nodal agency and this type of low quality app is not acceptable from such agency which represents India at international levels. Its derogatory toward PM’s Digital India campaign. 
App’s GUI is very poor, seems like one is using pirated version and developed by some amateur developer. 
There thousand of other app which provide very interactive and soothing GUI, please learn from them, hire some experienced developers and try to develop an attractive and interactive app, which looks beautiful.
