## What is QUOTA Puzzle Game?

Quota is a tile-merge puzzle run by a district planning bureau that will not accept your excuses.

Drag numbered Work Orders onto the grid. Matching tiles consolidate into larger developments — merge two 1s into a 2, catch a 2 against another 2, and watch the chain resolve in one turn if the numbers line up right. Hit a Plan milestone and the district expands. Let the grid fill up with no legal moves left, and the Bureau will note your failure for the record.

The board isn't a fixed square. It grows in irregular, organic shapes as you clear milestones, so no two districts end up the same.

Play solo against the Plan, or switch on Rival Bureau mode to work the same grid against a competing AI planner — same board, same tiles, whoever manages the quota better wins.
