## What is RightsBook?

RightsBook is a free, plain-language guide to your rights as a Medicaid Home and Community-Based Services (HCBS) participant or family member. Ask a question in everyday language and get a clear answer grounded in federal HCBS regulations and your state's specific rules — covering all 50 states plus DC.

What RightsBook helps with:
• Chat: ask about your rights in home care, day programs, group homes, and more. Answers explain what applies to you, any exceptions, and exactly what to ask for — with the regulation cited.
• Check a restriction: walk through the 8 federal safeguards required before a provider can restrict your rights (42 CFR 441.301(c)(4)(vi)), and see exactly which ones are missing.
• Where to start: state-by-state guide to your local entry point (regional center, waiver agency, service coordinator), how fair hearings and appeals work, and who to call for help.
• Regional center finder (California): find your regional center by county.

RightsBook Vault (optional):
Keep your own documentation — incidents, appeal deadlines, request letters, and files — private and end-to-end encrypted, synced across your devices. Nothing in the Vault is ever sent to the AI. A 7-day free trial is included; core rights information is always free, with or without an account.
