Getting on the app is kind of hit and miss some days can’t get on all

Why am I not able to send money to bills immediately without paying to have it done? Is this a new feature because I would like to be able to just send the money when I submit it. I also notice that my direct deposit takes time to be in the account. I would like to have it fixed please.
