This seems to be a generic app with no title the publisher releases under the moniker of popular indie titles. There’s no train, no Charles, just a weird game where you have to run a few blocks to get food while avoiding a character that doesn’t chase you unless he sees you. So the game itself isn’t even difficult or fun otherwise.
