I just excavated this old iPad Mini 1 out of my legacy devices pile and started tapping around. Some of the Cydia sources are blocked in the area so I began a long trial and error for VPNs still can be installed into an iPad Mini Gen1 running iOS 9.3.5. Voila, there comes this Secure VPN. Even though running older networking protocols, it actually worked!
