If you're using "Quick" as your randomize mode, it will utilize the sets you currently own (which can be modified in your settings). If you use the "Filtered" as your mode, then you can include/exclude sets and factions before you click Randomize Factions. There's also an "Advanced" mode in which you can select playstyles, difficulties, or synergies.
