It just tells you that you have to go to their website and make your app there. There’s literally nothing else this app does other than send you somewhere else to make an app yourself.

I found this app to be confusing. 
It’s hard to navigate and it says in the description that you can create an app through this program, but, upon further inspection this seems to be for testing the app not making it. 
Please be more clear in the future as to not waste people’s time.

From what I can tell you can not create an app with this app. Couldn’t even start one.
