TierTwo Filer helps facility EHS staff turn scattered storage records into an organized EPCRA Section 312 Tier II preparation worksheet. It is a recordkeeping and drafting tool, not a filing service: official submission always happens through your state or region's designated Tier II portal.

Start with a facility profile: name, address, state, NAICS code, owner and operator details, and emergency contacts. Add chemical substances with product name, CAS number, EHS flag, threshold planning quantity, physical state, and hazard categories, each keeping its own confirmation status.

Record storage as it actually exists: location, container and pressure details, temperature, quantity, unit, and a conversion factor when volume needs to become weight. Entries lacking a confirmed density or factor are excluded from totals and flagged for manual review instead of being silently estimated.

The app normalizes quantities to pounds and combines every storage location for a substance to compute traceable maximum and average daily amounts for the reporting year. Threshold review starts from an EHS minimum of 500 pounds or your confirmed threshold planning quantity, and a default 10,000 pounds otherwise, both editable for state values. Results are limited to below threshold, at or above threshold, or review required; an unconfirmed CAS number, EHS flag, or threshold quantity always falls to review required.

Only substances at or above threshold, or ones you choose to include, are mapped into the worksheet in facility, contact, chemical, and storage order. The mapper is versioned by reporting year, so 2026 and 2027-and-later federal field layouts never mix, while your state additions stay your own entries.

Every PDF page displays DRAFT — NOT FILED, the reporting year, and the worksheet version, with signature lines left blank. TierTwo Filer does not determine EPCRA applicability, reporting obligations, exemptions, state requirements, filing deadlines, or whether a threshold decision is legally correct, and it is not legal or regulatory advice. It does not guess a CAS number, EHS status, density, or hazard classification from a product name alone, and it never transmits data to a state portal or any external service; you file through your state's official Tier II system and keep the app's PDF as your own preparation record.
