They are snapshots about two minutes ago for most of the cameras.

Some camera feeds are better than others though, 

But over all I give it 5 stars, worth the 1.99 to me

App is kinda slow in opening up the traffic cams. I've tested on wifi and LTE as well. Finally iOS has this app. It's been long overdue.
