Except that with a real bait-and-switch you actually get something, albeit not what was advertised. This gives you nothing but a commercial for the paid version. This is a scam.

The app description says that it contains all this content. Instead the app merely is a platform to get you to pay for this public-domain content. 

Rather than BaS, the developer should have listed the app as a $.99 app and then allowed users to access the content. 

Dark UX patterns = bad UX = lost sales.
