## What is Vesper?

Vesper is a working tool for people who follow Florida state government professionally — lobbyists, government-affairs teams, and the companies that sell to the state.

It answers the questions that decide your week. What went out to bid this morning. Which contracts come up for renewal before session. What an agency actually paid a vendor, versus what the budget appropriated. Who represents you, and who runs each agency.

IN THE APP

Ask — a question in plain English, answered with its public sources attached; keep asking in the same conversation.

Bids — every open solicitation from MyFloridaMarketPlace, closing soonest first, with what changed since your last visit and a plain-English summary drawn from the solicitation documents.

Spending — the state's purchase orders and contracts, money layers kept separate; each company's page: what it sells, to whom, and who lobbies for it; the state's buying vehicles, how Florida buys, and each agency's technology.

Recompete — contracts and renewals before they come back to market.

Budget and LBR — the General Appropriations Act line by line with its provisos, and the agencies' budget requests.

Legislature — all 160 seats: committees, sponsorship and member projects, and who represents any Florida address.

Executive — the executive branch by name and by job, with this week's payroll changes.

Lobby, Record and Law — the lobbying registry, Florida Channel hearings transcribed and searchable, and the Florida Statutes and Administrative Code.

HOW IT WORKS

Vesper reads the state's own systems — MyFloridaMarketPlace, FACTS, Transparency Florida, the Florida Fiscal Portal — and keeps them current. Figures are shown as the state publishes them, and where two systems disagree, Vesper says so rather than quietly picking one.

Browsing open solicitations needs no account. Everything else is by invitation: request an account at vesperfl.com. Vesper sells nothing, in the app or on the web.

### 1.9 — 2026-09-30

Nearly every part of Vesper is now on the new design.
• Spending adds Vehicles, How Florida buys and Technology, including the firms paid for IT services.
• Budget, LBR, Recompete, Record and Lobby are redesigned: clearer lists, and the record beside the list on iPad.
• Every record's actions sit in one row: Save, the source, and Ask.
• Fixes: a lobbying client's state money is now complete, and Budget no longer stalls after launch.

### 1.8 — 2026-09-29

Vesper has a new look, built on Apple's latest design.
• Ask about Florida government and follow every answer back to its source.
• Bids, the Legislature and the Executive are redesigned: clearer boards, the record beside the list on iPad, and Save and Ask one tap away.
• A slimmer iPad sidebar with every surface in reach.
• Fixes and faster loading.

### 1.7 — 2026-09-08

Vesper 1.7 brings a calmer schematic design and a more useful Ask Vesper.

- Ask now gives concise, structured answers with the supporting public records kept one tap away. Questions from Home, Spending, Budget, Requests, Lobby, and other records carry their page context into the same conversation.
- Home is the new front door, with a shared Ask draft and conversation.
- A redesigned bottom navigation keeps three customizable surfaces, More, and Ask close at hand.
- Keyboard controls and state restoration make longer questions easier to write and revisit.
- Lobby client records now group each individual lobbyist beneath the correct firm.

### 1.6 — 2026-09-02

Vendors - the closing sweep, plus cold-launch fixes.

- The contract runway figure is now right. An already-expired contract no longer counts as ending, so "what is ending, what is left" matches the same record on the web.
- Vendor links open the app. A vesperfl.com/vendors.html link from Messages or Mail lands on the company record instead of Safari.
- The channel verdict is on the phone for the first time: what share of a company's purchase-order book names another maker's product.
- Lobbying fee bands, dated to the settled quarter. Vehicles list one row per vehicle.
- Nine screens no longer fail permanently on a cold launch when the app asked for data before your sign-in session had restored. Shared links into Vendors, Lobby and Law fill in instead of asking you to refresh, and Try again actually retries.
- Deep links with a plus sign in the name resolve on Lobby and Law.
- Contract names on the phone match the web and match their own record.

### 1.5 — 2026-08-24

Vesper is built for iPad.

• The whole app uses the width. Bids, Spending, Record and the Legislative map show the list and the record side by side, and Ask opens as a panel beside your work rather than over it.
• Keyboard and pointer throughout — Command-F jumps to search, Command-1 through 9 switch surfaces, Escape closes.

Florida law is now a surface of its own.

• Search the Florida Statutes and the Administrative Code by citation or by phrase, browse by 24 subject areas, and save the provisions you rely on.
• Tapping a law link anywhere in Florida opens it here.

Also in this release: Recompete's industry filter is built from live data instead of a fixed list, so industries that were previously unreachable now appear. Ask citations open the record they name. And when something fails to load, the app says whether your session expired or the problem is temporary.
