Added a "Delayed Pickup" toggle — available in the Edit Job modal and now also on the Create Job / Edit Draft form, that lets dispatchers/management flag a job as exempt from the On Time Report when pickup delays are expected or outside operational control. Flagged jobs are excluded entirely (not counted as on-time or late).

- Fixed: Transport To/From quick-select location — selecting a location from the list no longer closes the modal, so you can add/edit it right away instead of having to reopen the dropdown.
- Added: "Delayed Pickup" toggle (dispatcher/management only) — when enabled, the job is excluded from the On Time Performance Report and not counted as on-time or late.
