The clearest difference is in-app purchases: Penji at none against rutgers.quest's 6. Penji also leads on ratings volume (1.2K vs 5) and update cadence (every 9 days vs every 6 weeks). On price, rating, ads and device support there is nothing between them.

Both are free to download. rutgers.quest sells 3 one-off in-app purchases. Penji asks for nothing beyond the download.

On the App Store both sit at effectively the same score — 4.9 for Penji against 4.8 for rutgers.quest. That said, the two scores are not equally well evidenced: Penji has 1.2K ratings behind it against 5, so its average is the more settled of the two.
