The clearest difference is rating: Prouts Neck at 5.0 against Flo by Moen™'s 4.0. Prouts Neck also leads on iOS requirement (13.0 vs 15.0). Flo by Moen™'s advantage is ratings volume (1.9K vs 1) and update cadence (every 2 months vs every 7 months). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
