The clearest difference is rating: POOLS™ at 4.5 against The Tower Blocks's 3.5. POOLS™ also leads on ratings volume (1.7K vs 2) and update cadence (monthly vs every 3 months). The Tower Blocks's advantage is in-app purchases (none vs 1) and iOS requirement (6.0 vs 15.6). On price, ads and device support there is nothing between them.

Both are free to download. POOLS™ sells 1 one-off in-app purchase. The Tower Blocks asks for nothing beyond the download.
