The clearest difference is update cadence: Urban Connect at weekly against ITIT's every 2 months. Urban Connect also leads on ratings volume (49 vs 5). ITIT's advantage is iOS requirement (15.6 vs 17.0). On price, rating, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.

On the App Store both sit at effectively the same score — 4.7 for Urban Connect against 4.8 for ITIT. That said, the two scores are not equally well evidenced: Urban Connect has 49 ratings behind it against 5, so its average is the more settled of the two.
