# Governed vs Whisker

Governed and Whisker both sit at 5.0 stars, but that hides the real split: 100% of Governed's written reviews are positive against 52% of Whisker's. Governed also leads on monetization model (free vs free with in-app purchases) and iOS requirement (8.0 vs 15.6). Whisker's advantage is ratings volume (149K vs 3) and device support. On price, rating and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.

Governed holds the better App Store score, 5.0 against 4.8. That said, the two scores are not equally well evidenced: Whisker has 149K ratings behind it against 3, so its average is the more settled of the two. Written reviews point the same way: 100% of Governed's written reviews are positive against 52% of Whisker's.
