Verdict
The clearest difference is rating: ReikiAll at 4.9 against Reiki Timer AP's 4.0. ReikiAll also leads on review sentiment (86% vs 55%) and update cadence (every 3 weeks vs every 10 months). Reiki Timer AP's advantage is in-app purchases (none vs 4) and iOS requirement (12.0 vs 18.6). On price, ads and device support there is nothing between them.
