The clearest difference is rating: LAPD Devonshire at 3.1 against MyLA 3's 1.5. LAPD Devonshire also leads on iOS requirement (11.0 vs 17.0). MyLA 3's advantage is update cadence (every 6 weeks vs every 9 months) and ratings volume (474 vs 8). On price, review sentiment, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.

LAPD Devonshire holds the better App Store score, 3.1 against 1.5. That said, the two scores are not equally well evidenced: MyLA 3 has 474 ratings behind it against 8, so its average is the more settled of the two. Written reviews complicate that: 0% of LAPD Devonshire's written reviews are positive against 2% of MyLA 3's, so the app with the better star average is not the one people write more warmly about.
