The clearest difference is update cadence: Smart Transfer Contacts・Recent at every 5 days against Export Contact's every 2 months. Export Contact's advantage is ratings volume (3.7K vs 22) and iOS requirement (13.0 vs 15.0). On price, rating, ads and in-app purchases there is nothing between them.

Both are free to download. Export Contact sells 3 in-app purchases, starting at $3.99 per month and Smart Transfer Contacts・Recent sells 3 in-app purchases, starting at $3.99 per 7 days. Whichever you choose, the download price is not the number that matters.
