The clearest difference is rating: Surviving LA at 5.0 against Star Trek Fleet Command's 4.3. Star Trek Fleet Command's advantage is ratings volume (68K vs 2) and chart position (#71 vs unranked). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Star Trek Fleet Command sells 10 one-off in-app purchases and Surviving LA sells 4 one-off in-app purchases. Whichever you choose, the download price is not the number that matters.
