The clearest difference is rating: Scent City at 4.6 against Top Perfumer's 1.0. Scent City also leads on ratings volume (11 vs 1). Top Perfumer's advantage is update cadence (every 8 days vs every 11 months) and iOS requirement (11.0 vs 14.0). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
