The clearest difference is update cadence: UTP+ app at every 2 weeks against ISIL's every 12 months. UTP+ app also leads on ratings volume (24 vs 2) and device support. On price, rating, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.

On the App Store both sit at effectively the same score — 3.0 for UTP+ app against 3.0 for ISIL. That said, the two scores are not equally well evidenced: UTP+ app has 24 ratings behind it against 2, so its average is the more settled of the two.
