The clearest difference is ratings volume: Outside at 2.8K against Countdown Widget Timer・Sooni+'s 2. Outside also leads on update cadence (every 6 days vs fortnightly). Countdown Widget Timer・Sooni+'s advantage is rating (5.0 vs 4.7) and iOS requirement (16.6 vs 18.0). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Outside sells 17 in-app purchases, starting at $2.99 per month and Countdown Widget Timer・Sooni+ sells 3 in-app purchases, starting at $1.99 per 7 days. Whichever you choose, the download price is not the number that matters.
