The clearest difference is price: Enpass Password Manager at Free against Pastor's $1.99. Enpass Password Manager also leads on review sentiment (68% vs 31%) and update cadence (every 5 weeks vs every 8 months). Pastor's advantage is in-app purchases (none vs 13) and rating (4.7 vs 4.2). Written reviews complicate that: 68% of Enpass Password Manager's written reviews are positive against 31% of Pastor's, so the app with the better star average is not the one people write more warmly about.
