# Paper VPN vs Safety Layers

The clearest difference is rating: Paper VPN at 4.4 against Safety Layers's 2.9. Paper VPN also leads on ratings volume (404 vs 19) and device support (3 vs 1). Safety Layers's advantage is in-app purchases (none vs 8) and update cadence (every 4 days vs every 5 weeks). On price, ads and iOS requirement there is nothing between them.

Both are free to download. Paper VPN sells 8 in-app purchases, starting at $3.99 per month. Safety Layers asks for nothing beyond the download.

Paper VPN holds the better App Store score, 4.4 against 2.9. That said, the two scores are not equally well evidenced: Paper VPN has 404 ratings behind it against 19, so its average is the more settled of the two. Written reviews complicate that: 45% of Paper VPN's written reviews are positive against 54% of Safety Layers's, so the app with the better star average is not the one people write more warmly about.

Paper VPN ships an update every 5 weeks, Safety Layers every 4 days. The most recent releases landed on October 30, 2026 and October 28, 2026 respectively.
