# Paper VPN vs Cilex

The clearest difference is rating: Cilex at 5.0 against Paper VPN's 4.4. Cilex also leads on in-app purchases (none vs 8). Paper VPN's advantage is ratings volume (400 vs 1). On price, review sentiment, update cadence and ads there is nothing between them.

Both are free to download. Paper VPN sells 8 in-app purchases, starting at $3.99 per month. Cilex asks for nothing beyond the download.

Cilex holds the better App Store score, 5.0 against 4.4. That said, the two scores are not equally well evidenced: Paper VPN has 400 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 45% of Paper VPN's written reviews are positive against 40% of Cilex's, so the app with the better star average is not the one people write more warmly about.

Paper VPN ships an update every 5 weeks, Cilex every 3 weeks. The most recent releases landed on October 27, 2026 and October 25, 2026 respectively.
