The clearest difference is ads: Scrib at none against Phantom Finders's shown. Scrib also leads on ratings volume (178 vs 1) and update cadence (every 6 weeks vs every 3 months). Phantom Finders's advantage is rating (5.0 vs 4.8) and iOS requirement (15.0 vs 17). On price, in-app purchases, monetization model and device support there is nothing between them.

Both are free to download. Scrib sells 5 in-app purchases, starting at $4.99 per 7 days and Phantom Finders sells 2 in-app purchases, starting at $4.99 per month. Whichever you choose, the download price is not the number that matters.
