The clearest difference is update cadence: OktoNote at every 4 days against Note Hoard's every 6 weeks. OktoNote also leads on iOS requirement (15.1 vs 18.0). On price, ads, in-app purchases and device support there is nothing between them.

Both are free to download. OktoNote sells 3 in-app purchases, starting at $3.99 per 7 days and Note Hoard sells 6 in-app purchases, starting at $6.00 per month. Whichever you choose, the download price is not the number that matters.
