The clearest difference is ads: Project Fluency™ at none against Stack's shown. Project Fluency™ also leads on iOS requirement (15.1 vs 18.0). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Project Fluency™ sells 4 in-app purchases, starting at $12.99 per month and Stack sells 2 in-app purchases, starting at $14.99 per month. Whichever you choose, the download price is not the number that matters.
