The clearest difference is update cadence: facelore at every 9 days against True Harmony AI's every 2 months. facelore also leads on iOS requirement (17.0 vs 26.2). On price, ads, in-app purchases and device support there is nothing between them.

Both are free to download. True Harmony AI sells 6 in-app purchases, starting at $19.99 per month and facelore sells 3 in-app purchases, starting at $9.99 per 7 days. Whichever you choose, the download price is not the number that matters.
