The clearest difference is in-app purchases: Instapic at none against WP TV's 2. Instapic also leads on iOS requirement (6.0 vs 15.0). WP TV's advantage is ratings volume (164 vs 1) and device support (4 vs 2). On price, rating and ads there is nothing between them.

Both are free to download. WP TV sells 2 in-app purchases, starting at $9.99 per month. Instapic asks for nothing beyond the download.

On the App Store both sit at effectively the same score — 5.0 for Instapic against 5.0 for WP TV. That said, the two scores are not equally well evidenced: WP TV has 164 ratings behind it against 1, so its average is the more settled of the two.
