The clearest difference is update cadence: IELTSpeaking at every 6 days against IELTS MySpeaking's every 2 months. IELTSpeaking also leads on ratings volume (1.2K vs 1). IELTS MySpeaking's advantage is rating (5.0 vs 4.6). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. IELTSpeaking sells 17 in-app purchases, starting at $9.99 per 7 days and IELTS MySpeaking sells 3 in-app purchases, starting at $9.99 per month. Whichever you choose, the download price is not the number that matters.
