Verdict
The clearest difference is review sentiment: Canada Français at 100% against French Papers's 50%. French Papers's advantage is update cadence (every 3 months vs every 8 months) and iOS requirement (12.0 vs 15.0). On price, ads, in-app purchases and monetization model there is nothing between them.
