The clearest difference is rating: It's About Time! at 4.3 against Timers!'s 1.0. It's About Time! also leads on update cadence (weekly vs every 6 months) and ratings volume (26 vs 1). Timers!'s advantage is in-app purchases (none vs 10) and review sentiment (100% vs 73%). On ads there is nothing between them.

It's About Time! holds the better App Store score, 4.3 against 1.0. That said, the two scores are not equally well evidenced: It's About Time! has 26 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 100% of Timers!'s written reviews are positive against 73% of It's About Time!'s, so the app with the better star average is not the one people write more warmly about.
