The clearest difference is in-app purchases: Orca Aquatics at none against Swimtopia's 2. Swimtopia's advantage is update cadence (every 2 months vs every 18 months) and ratings volume (6.1K vs 5). On price, rating, ads and device support there is nothing between them.

Both are free to download. Swimtopia sells 2 in-app purchases, starting at $5.99 per month. Orca Aquatics asks for nothing beyond the download.

On the App Store both sit at effectively the same score — 4.7 for Swimtopia against 4.8 for Orca Aquatics. That said, the two scores are not equally well evidenced: Swimtopia has 6.1K ratings behind it against 5, so its average is the more settled of the two.
