The clearest difference is rating: 即決ルーレット (Roulette) at 5.0 against Simeji's 4.6. 即決ルーレット (Roulette) also leads on review sentiment (88% vs 64%). Simeji's advantage is ratings volume (1.2K vs 7) and update cadence (every 2 weeks vs monthly). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Simeji sells 18 in-app purchases, starting at $1.99 per month and 即決ルーレット (Roulette) sells 6 one-off in-app purchases. Whichever you choose, the download price is not the number that matters.
