以用戶為中心，設計「個人健康區塊鏈護照（iTPass App）」應用系統，用以建構安全、隱私、即時完整個人病程紀錄查閱服務，將病歷賦權予個人，並透過個人授權機制，結合產業資源，建立完整健康醫療生態服務，包含：
(1) 建立民眾健康數位身分
(2) 提供多元行動應用服務
(3) 賦權個人健康醫療數據
