Users can change the sort order to "id" or "geo" text when displaying meters.

Fixed filtering of SGMA/GWMP/Non-GWMP meters when Water meters also selected.

Meter Reading Scene: Add logic to calculate projected Acre Feet, based on orders and last reading. Added feedback during the data entry process. Fixed several minor issues including: Consider reading cycle start when showing meters with usage since previous reading. Updated asset/meter lastreading when approved. This will update ui without full download. Meter detail notes were not being downloaded by way of error in api call. Meter list pull down refresh implementation.
