Very simple, does one thing (crops photos into round photos, with capability to move the selected portion around or enlarge it) totally reliably. I use it often enough that it lives on my iPad Home Screen. Great little program.

Ok, excluding the ads.
This app is great at cropping photos in circles. However, the ads are quite annoying. Every time you save a photo, it displays an ad. Then asks you “Do you want to remove the ads?”. I find this quite annoying, but in general this is a great app.
