This app is horrible it says it’s for iPads but when you call someone it says call not available

Thank you for your feedback. SpeedDial for iPad uses continuity feature to make calls. It means, you will need an iPhone and SpeedDial makes cellular calls via iPhone using continuity feature of iPadOS and iOS.
