Fixed an error that prevented submission of sightings and added a new button to the landing page. Users will now use the "Stranded Turtle" button when turtles are seen out of water and the "Send Location" button when turtles are seen in-water.

However, if the user selects no, they are directed to a disclaimer page where they are prompted to call the turtle hotline number.
