The reason behind this is for travelers to be able to enjoy everything in an offline mode without paying for roaming charges while they travel. Even being able to use geolocalization capabilities such as GPS or Augmented Reality without being connected to your cell phone provider. Why doesn't Apple do anything to restrict total scam artists from operating in the Apple Store?
FREE Italy Guide (oh unless you actually want some information or a map.). Then pay us $3 and unlock this valuable guide, (well only if you want a useless map of the whole country and very limited info.). Then pay us another $2 and we'll provide you some additionally useless info on each city.

Worthless app full of bugs use Ulmon instead
This was the first map app I bought and I got taken. Just a cheap ripoff of Ulmon and it doesn't even work. Buyer beware.Insane13Unknown
