Bluetooth does not work

I purchased this app for my kids with the hope of linking two iPads together to play. The app provides a link for Bluetooth and when I try and link my iPads I have to click on both Bluetooth buttons on each iPad and then they find each other and then say that each iPad is busy and unavailable. Instructions or help menu would be a huge asset.
