There are no charges unless you clearly subscribe. There is a free account option. You can still read articles without paid or free account.
Easy to toggle between Chinese and English even though it defaults to Chinese. Small initial view size is easily rectified by selecting the zoom icon in the lower right hand corner. Sometimes graphics will bleed off the page however.
I don’t know about access outside of the US.

Rip Off - Don’t get it
I downloaded it and I guess there was a charge because it said “paid” after I touch-logged (never said how much). Opened the program and got all Chinese script for an application that said it was English. Do not download this app!Puma Pilot
