In case a gif is not animating, please make sure the gif is an animated gif. Some apps save the gifs as still images. If you can attach the gif to email from iOS Photos app and see it animated, it is an animated gif.
Also, if you copy animated gifs from "Photos" in iTunes. The animated gifs will be changed to still pictures.
