The app does not show a cost, implying it is free or there is a free version.. nope as soon as you download it, it wants to charge $9.99 so in my opinion no matter how good the app is, it gets an F from me.
Response from developer
Hi Norm, as noted in our email correspondence the app store listing clearly indicates that it offers in-app purchases and that we offer a free trial for new users to test the full features. There is no charge before the free trial ends. We understand your concern about pricing clarity and will consider how to make this information more prominent. We encourage you to try the free trial to evaluate the app's actual value.
