Formed in 1929, the Association of County Commissions of Alabama has worked to promote effective county government and improved services to Alabama’s residents for more than 90 years. One vital aspect of county government in need of continuous attention – and now complete revitalization due to decades of financial neglect – is the county transportation infrastructure system. County Commissions are responsible for the proper construction, maintenance and repair of all roads and bridges in the county road system, which is why ACCA believes it is essential that the county commission have adequate federal, state and/or local funding to meet the many needs of its rural transportation system. ACCA believes that, in order to keep roads and bridges properly maintained for the safety and well-being of the traveling public, the county commission must have broad regulatory authority related to the use of county-maintained roads and bridges, including the ability to collect reimbursement from individuals or entities causing damage to those roads or bridges. In 2019, ACCA played a critical role in the passage of the Rebuild Alabama Act, which provided counties with their first long-term increase in road and bridge funding revenue in nearly 30 years. As a critical player in the ongoing implementation of the Rebuild Alabama Act and the parent organization for the Association of County Engineers of Alabama, ACCA is a great resource for vendors seeking to network with the engineering decision-makers at the county level.
