You're right that if what you want is a chat app, ChatGPT and Gemini are free and very good at that. AI Actions is aimed at Shortcuts specifically. It has actions that hand back a dictionary, a list or a boolean, so a shortcut can branch on the answer instead of receiving a paragraph of text it then has to parse. It also runs on every iPhone, not just the ones new enough for Apple Intelligence. If Shortcuts automation isn't what you were after, the free chat apps are definitely a better fit.
